A cooperation agreement has been signed between the Bagahangai District Governor's Office and the University of the Potomac in the United States.

Specifically, the NZDTG signed a memorandum of understanding with the university in October 2023 to implement an education and professional development program for civil servants in Ulaanbaatar. Today, the cooperation has been expanded and the districts will work together in the fields of education, research, capacity, governance, and technology.
The signing of this cooperation agreement provides opportunities to organize cultural events, conferences, and student exchange programs; collaborate on projects that integrate smart city technology to improve Ulaanbaatar’s city governance and services; conduct joint research in the fields of urban development, governance, smart city solutions, and public administration; and develop e-courses and educational platforms to provide distance learning opportunities for civil servants in the capital’s Governor’s Office and local administrative organizations.
